While i agree i have no first hand experience about what you are saying, i still think that you cannot just generalize things like that.

And let me ask you, what stops you from raising your voice against the offender? Why cant they just talk back? From my experience, the buggers who try to act funny are also the scaredest people on the planet. raise your voice for once and maybe give him one resounding slap. That IS IT! Believe me, you will get all the support you need from that point on!
