In western countries, women can wear what they like. It is often brought up that women dressing revealingly can be the reason that they are raped. But I feel its your prerogative to wear what you want and still feel safe.
However in a country like Qatar, unfortunately, wearing clothes that reveal to much, definately invites unwanted attention, and possible danger with it. So for your own safety, wear jeans and t-shirts as far as possible out in public. But feel free to wear whatever you like when hanging with friends or at home.
