Anything less than 12,000 QAR is not worth staying for.
They can divide that 12K any way they want to between basic salary and allowances, but the final total sum should add up to 12K regardless of how the break it down.
If they offer you 8,000 QAR in basic and 4,000 QAR in housing allowance, that would be a very fair deal. Again, this isn't the sort of offer you should be salivating over, but it's just fair.. it sounds like your experience is worth about that much, and even if it's not, it really isn't worth taking a job in Qatar with the big inflation taking place for anything less than that kind of money.
