With that kind of experience, you're either ranked senior (which you really should be) or pretty close to senior. No serious company with respect towards its actual and potential employees would make such an offer in the current economic condition. The offer, I'm sad to say, is a slap in the face in comparison to your length of experience. Besides, I hear that Singapore is one of the cleanest countries in the world... I don't know how true that is, but it must be at least super clean to get such a reputation. Why would you leave family, a clean country, and nice climate to live in the heat of this region for such little money? I wouldn't do it.
