It does indeed mean Diplomatic. I grew up with my father having CD plates in London. It means you have diplomatic immunity and can park anywhere without getting a ticket. He used to take us to the theatre in the West End and park right outside on the pavement. Would have been far less embarrassing if he didn't have a Fiat Panda!
