1- NEVER open the door. I did once, after phoning my building's watchman to ensure that the man standing outside my door was REALLY coming from the water company to check something with the water pipes. Well, my husband got the watchman sacked afterwards, but I never bothered to report that man to the police.
2- If your wife is being stared at, never stare back. Even if she returns an evil stare. Many men will wrongly assume that she's looking for it.
3- If she is being followed, harrassed etc, is best not to look shy or scared. I found that telling the offender that you will report him to the police normally works and they give up.
Other than that, I might add that when I first came and had few unluckly encounters, I assumed that all arab men were like that and that's wrong.
