I agree with Terramax, Munozchick and others who talk about getting the authorities involved.
It matters not who the perpatrators are, or where they are from.... What does matter, is that when I get on the road, I get to my destination safely, without fear of being seriously injured, or heaven forbid, killed on my way there......
