Go ahead, complain! I did once, when a delivery minivan blocked my car at the supermarket parking lot. When I asked supermarket personnel to call for him, he arrived 30 min later and arrogantly said he will move his car when he will finish his business.
I called the police and had his car towed away. I also called his company and complained. Later I received a call form police and I was told that his visa was cancelled and he will be sent back to his country.
In fact vans and yellow buses are much worse than landcruisers. They are mostly driven by indians and paquistanis, who drive here as if they were in their home countries - no lanes, no rules, no safety. (No offence to those subcontinent nationals who drive carefully, but they are in minority and usually drive own cars.) Sometimes I wonder how do they get their licenses revalidated in Qatar?
Keep a cheap digital camera in the car to take picture of the license plate and of the company phone and logo on the side of the car.
