thanks for all the answers.i was also of the opinion of nomad-08. because this is the case in kuwait and uae as well. we do have great waves on the beaches of arabian sea in india and the gigantic tsunamis on the bay of bengal beaches :) till qatar develops technology to amplify the beaches,lets go aquapark wave pool :(
I'm working at offshore of persian gulf. And there lot of wind and waves! If you look on topography of the persian gulf, the surface of ocean to the seabed is approximately 30meters. It's shallow waters here...but still in the middle of persian gulf you can get waves and strong wind coming from the North of Qatar up till 35-40knots!
I prefer the balisurfer's answer. The reason being is Doha beaches are too shallow. You can see rocks and some corals clearly from the beach 2-3 kilometers to the open sea from the helicopter view...or via google earth if you don't have access to helicopter. If you have google earth..try to view the new Hammad International Airport; along the beach you can see this..hmm it's look alike the Great Barrier Reef in australia, but not that great...becoz here there are no reef..just rocks everywhere.
There are waves in Qatar, but very infrequently. One of the problems is that the water around Qatar is too shallow and kills any wave action. Qatar is also orientated wrongly to the dominant winds to pick up any significant wave action.
But having stated this, there are waves at a few locations and occur under very specific conditions. At times they last only about 30minutes - that's how specific the conditions are.

one of my first thoughts when I first went by the seaside in Qatar. Why no waves? The sea around most parts of Doha somehow resembles a still lake!
