Katara is a 'cultural village'. They have a few restaurants and cafes, a shisha cafe, plus art galleries, theatres / performance spaces, a massive roman amphitheatre (like an outdoor theatre - it's very impressive) and a very beautiful mosque. It's very nice to walk around - it's right on the water so some beautiful views from there. It's free to park and wander around. The art exhibitions are also free as far as I know. You have to pay if you want to use their beach though....
