If they were AT the signal then, yes a level photo nicely framed would be good, but as they were IN the signal, they are between the lights and either a) are driving so should be concentrating on driving not taking photos, or b) they have stopped their vehicle in the middle of the crossing to take the photo, even more dangerous and disruptive.

N8 has a very good camera, but if the photographer don't know how to take a picture, the result will appear like this.
you'll need a real camera with a powerful lens to highlight that, and not when you're driving!
