The chaining of the shayateen in Ramadhan

How often have we wondered about the real explanation of this subject? How often have we questioned that how come if the shayateen are indeed chained in Ramadhan then why are there still evil and sin prevailing? Perhaps even if we ourselves didn't question the hadiths pertaining to it others may have inquired of us.
