Take it to the technical inspection with the cancellation form, and they will remove the plate by themselves not by yourself, after the police officer will sign the form, he will give you the plate and you will go inside to the counter and give them the form and the plate, then they will give you a letter confirm the cancellation of the car, then only you can sell the car as scrap.
Remove the registration plate & return it to the traffic dept ................
