I can only speak from my own experience. Emirati men have expressed unhappiness with non-arab non usually wearing thobe/dish dashas - they are not offended, but they don't understand why you would wish to wear their national dress when it is not your own. After all, a Scotsman would look twice at a Qatari in a kilt as being somewhat strange.

Why would it be considered offensive, in fact its considerate and shows an understanding of the culture. Its like a non muslim female wearing, its thoughtful to the customs, i wouldnt worry about it, go ahead and wear one...

You can do whatever you want. You could pass as a Qatari for the expats, but we would think you look funny.

There is no restriction in Qatar because a lot of people from other nationalities like india, bangladesh, pakistan, indonesia, malaysia are wearing thob. I will suggest you to go ahead and purchase a good thob and also ghutra (the one covering head with a rope-like thing)

Not generally acceptable. In UAE, it is assumed you are trying to pass for an Emirati which is frowned upon.
