Emirati men have expressed unhappiness with non-arab non usually wearing thobe/dish dashas - they are not offended, but they don't understand why you would wish to wear their national dress when it is not your own. After all, a Scotsman would look twice at a Qatari in a kilt as being somewhat strange.
Why would it be considered offensive, in fact its considerate and shows an understanding of the culture. Its like a non muslim female wearing, its thoughtful to the customs, i wouldnt worry about it, go ahead and wear one...
There is no restriction in Qatar because a lot of people from other nationalities like india, bangladesh, pakistan, indonesia, malaysia are wearing thob. I will suggest you to go ahead and purchase a good thob and also ghutra (the one covering head with a rope-like thing)

You can do whatever you want. You could pass as a Qatari for the expats, but we would think you look funny.

Not generally acceptable. In UAE, it is assumed you are trying to pass for an Emirati which is frowned upon.
