Gene_lvl is right. Most, if not all, Companies has a Policy or practice on Dress Code. You should always check with the Company's Personnel / HR regarding this matter. They're the best people who can respond to your questions.

So if you find it wrong complain to the management or talk to them about the custom here and hope they understand or if not then buy them a long skirt and gift it to them..they will understand

They're upset because they are not treated like a first class citizen. They can't show overtly provocative public display of affection to their partner. They can't show the newly enhanced cleavage they paid with a lot of money or the newly tanned skin of their upper legs.. They feel their rights to being human has been taken away..They feel oppressed.

Check with HR or check with your policy and procedure regarding the dress code but, I am pretty sure that it is withing the conform of the office otherwise, HR could have informed them already.
Nevertheless, check with HR to be certain about it.
