Deteriorating interior cement lower walls

I am living in a Villa, and the lower 30 centimeters (1 foot) of the inside walls cannot hold paint. It seems to be that there is moisture there, and despite having several painters in to fix it, the new palster and paint falls off in 1 month.
Does anyone know how to fix this??

they were using raw sand, probably from the beach during the construction. The sediments in the raw sand are now settling down due to gravity and causing this problem.

Just painting will not solve the problem. you need to cure the damp first.

Hi. Is your accommodation fitted with split AC s ? Are the water pipelines in your villa concealed ? These two aspects could be the reason for your problem.

If there are split AC s in your villa, bring a good technician to unblock its drain pipes properly. He must put some chemicals probably caustic soda granules to unblock the blocked drain pipes epecially at junctions.

If there is a leak from the water pipes you better call the maintenance people. They will spot the area,expose the pipes and rectify. Then only you can repaint the wall.

Most of the new villas and apartments are experiencing the same problem because the builders are not serious about the drainage system of split unit AC s. I am one of the victim.
