Water meter is not working

Hi,
I have noticed that our water meter is not working (look really old and not functional at all) in new villa.
I have already changed water and electricity under my name.
My question is that, will it a problem for getting monthly bill? If no meter how do they calculate monthly bill? Will it be a problem at the time i cancel the W&E connection?
What is the solution to solve this issue? If i inform them, will they come and change the meter?

ROFL ...look like i have one year ahead of me to finish this task ..i might change that accomadation before that .. :)
well u need to make a complaint [on phone did not help] by visiting the customer care office which belongs to ur area....they take their own sweet time to change the meter [after 6 months in my situation] during that period they will charge u a flat rate of 150 each month...which is bollocks.....then once the meter is changed u have to again chase them to register it..[a number mentioned on the meter cover itself]...which is again takes approx....3 months.....forget about getting a adjusted bill...nobody cares...all the best...

I had a water meter in my apartment. After a few months it stopped working and Kahramaa stopped charging me save a nominal standing charge of QR5. After a few visits to the Head Office on D-ring road (they never answered the phone or replied to the emails) they have now installed a new water meter and according to my last visit will give me a reduction i.e., refund in my water bill this month.
That's the good news! But I have had to wait 2 years (or more) for this conclusion during which time I saw my monthly bill rocket from a low of around QR30 to QR60 (which was based on my actual consumption as per the meter) to the "Qatar average for a 2 bedroom apartment like mine" of QR109 (down from a 7 month catch-up charge of QR150)!!!
As you can imagine my bill was very large. I didn't pay anything for the best part of a year and a half until they threatened to cut me off at which point I again returned to their offices insisting they split the bill and let me pay the electricity which I agreed with and withhold the water because I was disputing it. They allowed me to do this the first time but not the second.
See how you go, but you'll likely have to be patient and persistent. And the average for a villa is presumably a lot higher than for an apartment.
