My friend worked in Qatar for more than 2 years and then resigned and got cancelled stamp on his passport. After that he back to country.

He back to country aprox 6 months ago. Now he wants to get visit visa for Qatar.

I want to know if he can back on visit visa, if so from where to arrange visit visa and how much it cost may be? After that is it possible to transfer to any other new sponsor.

He can come through Bussine Visit Visa but can transfer to a permenant visa wit the no objection letter from previous sponosor or he has to wait till complete 02 years from the date of cancellation to get a work visa without NOC

Yes she can come with visit visa and can transfer her sponsorship with NOC from previous sponsor.

Your friend could be back to DOHA on visit visa arrange by someone(though NOC could be asked in few cases incase LUCK doesn't favor him)...But he could not work again unless he gets the NOC from his previous employer..
