A breif history :

i met my wife here in qatar and got married in 2010. after 3 years my wife got pregnant, and we decided to deliver the baby here in qatar. my wife is not under my sponsorship since she is working from different company, and they dont want to provide NOC for her in order to transfer in my sponsporship.

my question is, will i be able to get visa for my baby? what should be the procedure. many thanks..

Does your name appear in your wife's passport as your husband ? Are you both same nationalities ? Do you have marriage certificate duly attested by MOFA - Qatar? If yes, there is no problem at all.

If your salary Qrs. 10000.00 or above then your baby will be under your sponsorship or your salary + your wife’s salary should be Qrs. 10000.00 otherwise very difficult to get resident permit for your baby.

The passport process is same that you can check your embassy.
