Do you have a tel. no. for the vehicle testing station at Lulu Hyper? Also my 4x4 is more than 3 years old, back windows tinted and have minor scratches on the front bumper.Will it pass because I read on QL that it normally do not pass if in this condition. There is nothing else wrong with it.Lastly, what is the insurance cost & license renewal fee?

Your vehicle is not that old,buddy. You can still pass considering that your engine and underchassis are all fine. regarding the scratches and back window film,its okey,just have it inspected theyll put failed on your paper,but it doesnt matter. Just bring it to the Police and he will stamp your paper. Its easy bro! Regarding the fee, i think its 100 Qrs. for the renewal and 75 riyals for the Inspection.The insurance will be 350 for Third party,since your vehicle is more than 3 years, u can apply for TPL insurance,for Full Insurance range from 2500-3200 qrs...Hope that helps bro.Good luck.
