Is employer responsible to pay the RP/work permit renewal charges for an employee or it is employee responsibility to bear the charges of renewal?.

it depends whether you entered into an agreement with your employer. the standard norm is that sponsor shall be responsible to provide you with a visa as long as you are under his sponsorship.
