check this link kabayan, i have written the step-by-step procedure here although this is for canada immigration purposes, i think police clearance for job purposes will be almost the same...

you need to have your NBI clearance from philippines. have it authenticated by the Philippine Embassy then submit the papers to police department near khalifa stadium. they will have you finger prints and wait for the time you can get your Police Clearance.
You have to go to your embassy and they will give you a form to fill that you will need to pay fees too i think Qr.15-Qr25 something. with your pic and your new offer letter from the new employee.
Enquire at your Philipine Embassy in Doha they will issue the police clearance certificate
