You are right, I have a friend who had a baby here, I went embassy with her for the birth certificate, she only needed the attested document, nothing about notarization. Today I told the officer that my friend did not need it. Her answer was what they have done was wrong. I have gone there times and times, always something comes up.
the rules our government's made is always stupid, for example, qatar's electronic visa is not acceptable in Beijing, we can not pass through the custom using the print-off of this electronic visa. We have to change it into a paper visa in qatar embassy, which costs time and money. CAO,I've been thinking why they make the things so complicate to our own people.
I have birth certificate of the baby already, Chinese Embassy needs me to do both attestation and notarization, I have done attestation, now I need to find public notarization office.
I don't think there is any Notarization office as such here having searched for that for myself few months back. We did attestation by MOFA and then got it signed/stamped by our embassy and it worked. May be that would help you as well. All the best.

I think it is done by Ministry of Foreign affairs.
