The company just terminated my appointment with them, it been one year since have been working for them, they promise to give a release letter/NOC. my question is can i have my release letter from them even when im still job hunting or its after i got an offer?
they're all correct,some companies give NOC immediately others also requires you to have a new job offer first before giving you such.
my advise, look for job first and then show them your offer letter as you said they will give you NOC.

Get a new offer then ask to the new Company to contact your former Sponsor for the release of the NOC.

you must get a new job first. because one of the requirements in obtaining an noc letter is an offer letter from your new employer... i think your previous employer must need to mention your new employer to that noc letter...
ITS BETTER TO TAKE THAT NOC NOW, BECOZ IF ANY NEW COMPANY IS WILLING TO GIVE YOU THE JOB, FIRST THEY WILL ASK FOR NOC. AND SOME COMPANIES NEED NOC BEFORE INTERVIEW ITSELF.
SO MY SUGGESTION IS THIS YOU HAVE TO TAKE IT NOW THEN YOU WILL BE FREE OF TENSION AT INTERVIEW TIME.
