We have the same situation. If you're already here, no need to have your DFA Authenticated NBI to pass through Qatar Embassy in the Philippines. Ako, it took ten days for my new NBI to come out since it was applied in the province and I had a namesake. And then, I learned that the Ministry of Foreign Affairs here will not attest any document if there's no DFA Authentication. I called the Philippines Embassy to finally clear this out last 27 April and I was advised to have it authenticated by DFA. I asked if I need to have it authenticated by Qatar Embassy and the person on the line said there is no need. Upon authnetication by DFA, the document can be sent here and then brought to the Philippine Embassy.
I believe that for those who are still in the Philippines, they need to pass by Qatar Embassy but for those who are here, DFA Authentication will do. By the way, since I had my DFA Authentication done through DHL from Lipa City, Batangas, the DFA authenticated document will come out after minimum of two weeks.

Pag nag-renew ka ng NBI Bro wala pang Red Ribbon (DFA Authentication). Kailangan mo pang ipa-Authenticate sa DFA. Ang alam ko after DFA sa Qatar Embassy papa-Authenticate mo pa. Yan kc ung ginawa ko last few weeks.
