How to report to Baladiya???

I am living in a Flat.
And the nearby shop's and nearby flat residents putting garbage's and making bad in front of my flat.

I have reminded them number of times not to do that. And put notice also to make the way clean.. but still they are not listening..

Really I am FED UP!! I want to report it to the Government to take some action... Is there any proper way and How can I warn them again by showing that I will report it to Baladiya...

Please advise...

just go to Municipality and report as I remember it was somewhere add saying "keep our Country clean "and number to call them if you find that someone making environment dirty . Even if you saw that someone spit on the street you can report and they will charge him/her 200 QAR
