You dont need to have Qatar Driving License to own a private car as long as you will not drive it, otherwise it will be a big problem for you if found out. You only need Qatar ID and a No Objection Certificate from your sponsor.
As per DN, you can buy without if you have a driver to drive it for you.
This is a correction for Tess' answer.
You need a valid driving license for driving car, but you don't need a DL for owning a car. You can buy a car with your ID, but it is not allowed to drive it without a DL from Qatar (your DL from your country is not valid since you get ID).

o geez..thanks.. i hold a valid prof DL from my country, how long will it take me to acquire a DL here assuming i pass all the test in average time..and how much will it cost me..thanks again...:).
