Its very easy brother,If you finished all the attestation in India then you need only one stamp from Ministry of foreign affairs Qatar which is located in C ring road,If you are on C ring road and driving from Munthaza signal towards Najma intersection signal(Doha cinema signal) Before Najma intersection signal 200 mts before on right hand side you will find Ministry of external affairs certificate attestation building,Go there and get your certificate stamped,Then all the stamps are done..

There are lot of attestation agency in qatar who will charge a small amount and will do all the needs. u can search in google or u can try on this number 33469644

But the office is just after toyota signal.. ie;

from cornish through C ring road ..... after toyota signal 100/ 200 mts... its on the leftside;

I am not sure.. though there is one labour department office in C ring road. When you go from Ramada signal to gulf cinema, take left at first signal after ramada (Muntaza signal), and take first right, near American hospital there is labour department office.

Also when you move on toward Gulf cinema, you could find one more office at left side, something named, job finding assistance office... like that..

But I think the labour department office near Muntaza signal is what you are looking for...
