Barwa housing confusion

Hello...
The new housing project by Barwa is a great idea. But the rule number 6 causes a confusion :
" Any family of no more than 7 members and not less than 3 members can apply."
So how can a newly married couple join the program? Or a couple with no children? Are they supposed to pay the high rents?
It says in the message from the chairman that "the idea of Barwa Housing Programme was borne, a project that would alleviate the housing crisis and soaring rental rates. " But what use is it to families that cannot apply to the project??
Any ideas or suggestions to the above problem??
Can the government protect the Barwa project from re-renters? Re-renters are people who pretend to be poor and eligible to rent the property. Once they start renting it, they never live in it but re-rent it to others at a much higher rate. Thereby making a profit off the back of the government...and perverting the good intentions of the government.
I've heard this happen in Korea and elsewhere where the real esatate laws are weak and haven't matured.
it's for families between 3 and 7 people.
No use complaining now, it's the first project of it's kind! Give it a chance to complete and for people to move in for them to start a new one! :P
It's hard to cater to everyone's wants and needs.

u do deserve..but the fact is not known why they have made such a rule...
lemme tell u there r lots of families r struggling to pay school fees for their children due to the rent inflation

Its very unfortunate that people with family members not less than 3 and not more 7 can only apply. But i think, they believe that people under this criteria are the most deserved people and that there strength in Doha can be more than 2000.As they claim that they expect 50000 applications! for 1984 flats, those can be the most deserved people. Even myself dont have kids, but what to do ?
May be they are looking for more stable family.
