I am a working professional currently working with a reputed company. I want to know, can I start a restaurant or canteen without my company knowledge and permission.Is it legal in Qatar or illegal? Please if some one can help me to get authentic answer.

Even without an employer' permission one can have a business partnership as long as the business is registered as per local laws. (For issuing the C.R., they dont check or need copy of any such employer permissions....)
Even in India, you ought to have a license and for you to get the license you need to be a citizen of India. You cannot even open a tea shop in any big cities without a license.
Villages though illegal is permitted on never mind basis.
