Hi is there anybody out there knows if i can transfer the vehicle registration to the new owner even there is traffic violation?the buyer will pay the violation but not at the same time of transferring the ownership, is it possible?
just go to any traffic office and pay your violations.. keep on asking here is only waste of time dude.

You will not be able to pay the fine with black points on line. Go to Traffic Department.
