Regular degree course affiliated to Indira Gandhi open university India

i have done a regular course in hotel management which is affiliated to IGNOU. Now iam based at Qatar. I have encountered this issue where qatar embassy in India did not attest my degree certificate even though it was a regular degree and not a distance education program.my bonafide certificate from the college also mentions that it a regular degree and not distance education. Now how do I get the embassy to attest this and convince them that it's a regular degree and that it's genuine and not distance education? IGNOU is ugc recognized as well. Any leads would be much appreciated!
