I am working here in Qatar since 2008 for the same company. If I want to change the job, do I need NOC from my present employer.

As per the new law. if you have completed the present contract or if you have completed 5 years in same company under open end contract then you dont need a NOC to change sponsor.
At the time of joining in 2008, I signed contract, after that I never singed, but my company renewed my visa every 2 or 1 years. Will I get NOC as per the new law or is it depends upon the company's decision for the NOC. I am little confused at this time as I am getting calls from other company and they all ask for NOC. So please what can I do.

Is your contract open ended or fixed term contract like 1 or 2 years ?
If open ended contract from beginning of 2008 then you can change your job with NOC as you have completed 5 years.
If fixed term contract like 1 or 2 years, then you can complete that contract and look for a change without NOC.
