Midday working ban violations - have you noticed any?

Dear QLers,
Have you noticed companies, contractors and others flouting/violating the mid day work ban in open areas this summer?
This Thursday, while driving back from office I saw few laborers working in the scorching sun around 2.20 PM.
The building they were working for, I think, should have never encouraged such an act.

i have also seen ,labours working in mid day time at Matar Qadeem..
We are working 09 hour in Ramadan without OT
while going home the order day (2:30PM) , i saw some lawnmowers cleaning along corniche. i cannot emagine how hot it is while their head and face is covered due to the duststorm.
I know an organization that's working 7 hours per day, isnt that against the ramadan rules? or not? Im not sure =)
Agreed new regulations only on paper, but implementation is a big Zero. Take example of new sponsorship law, which if released on paper which i sincerely doubt will never be implemented, citing practical difficulties. welcome to the uncertain world of Qatar.
Where there is a will there is a way
Its very easy to put in place new regulations to enforce it is the hard thing
They do indeed violate all kinds of laws in Qatar - without consequences.
They were probably taking their mid day siesta
to add to it, i tried calling the human rights committee number and the hotline provided by the ministry but both were unanswered
