Asking for a friend.

He started work just two months ago; his visa is still valid. He does not have a Qatar ID yet. He wishes to resign from our company (reason withheld) and look for another job here in Qatar. Assuming that there is nothing stipulated in his contract that prevents him from transferring to another company, is it legally possible for him to do so?
