Leaving the interviewee waiting for hours!

Isn't it amazing how managers who asked the job applicant of his nearest related position to return by afternoon for the interview never comes back for the said interview or yet leave/call someone in his office to assist her either to change the schedule for the next day or something? I mean the woman was stuck in the lounge the whole 3 hours 'til the office hour ends!
1. Waiting is part of Interview test...
2. Or to show that the applicant is not impressived at all..so you better quit and leave him/her..

I have experienced that in our Company in Phils...
Although i am working for the HR Department i understand the feelings of applicants waiting for long hours for their turn and yet the manager will not be around on the set time...
When i ask the Manager why he let the applicants waited for long hours, worst will not be able to attend to them he will just tell me that ...they are just applicants, they need the job so they will definitely come back ...
How rude & unethical huh ...
