How to increase TCN's pay from sub contractor

Hi there, I was wondering if anyone would be gracious enough to give me a few minutes of your time with this inquiry. If an American company hires a local Qatari contractor to fill the necessary manpower requirements for a job, however, the pay needs to be adjusted (higher), what is the best way to go about this. Pls. advice. Serious comments only please.
