Attestation/Legalisation of Qualification Document issue

I am from South Africa.
I have a Diploma that has been issued to me by an independant institution, that is not listed with the Department of Higher Education. As a result they are not willing to Authorize/Legalise this document. I have spoken to the intitution i received the certificate from, and they have said that they hand sign each certificate they issue, it carries their seal, and each Diploma is issued with a letter that confirms the dates of completion, the marks acheived at each point, and the final result. My question here is, What can i do with the certificate from here to get it acceptable, so i may get my RP?
If it is not recognized by the government in SA, is there a government that does recognize this school? Could it be attested by another country's department of higher education? If not, I think there could be a problem.

Not sure how things work in SA, but I went about it for something similar as adviced by my country's Ministry of Foreign Affairs.
"Non-government documents must be first referred to a Notary Public (any law firm) for notarisation and then to the Singapore Academy of Law for certification before the documents can be presented at MFA for legalisation."
So once I got the Notary Public certificate from a lawyer and Singapore Academy of Law, I brought it to my MFA, they certified it, then brought it to the Qatar Embassy in Singapore and they went ahead to attest it.
I suggest you check with your Ministry of Foreign Affairs, but I think it should follow a similar process.
The education department in South Africa will not recognize anything they are not earning from. As this is an independent institute, and exists effectively in the cloud, around the world. They are not linked to a department of higher education, but are regarded by companies all around the world as a good practice, and align to the BABOK. As a result, I doubt the ministry in South Africa will sign it.
try to bring those two institutes together .....
Take a written letter from your college to the education dept ..... plead with them to recognise it .... hope they see the reason ..... good luck ....
Department of Higher Education in Qatar, or in South Africa ?
Have you tried getting a Notary Public certification for that certificate before submission for attestation ?
