New Law States that :" Since the new law abolishes kafala, a person who had previously worked in Qatar would not have to seek the approval of his former sponsor if he is recruited by a new employer."
I left QATAR in May 2016 in Final Exit and the company down-sized me due to no jobs.
Can I come back to QATAR to work with new employer without seeking NOC from former employer as per new LAW ?
Any ideas /suggesstions ..?

however how does the new law affect the locally hired staffs..................does it applies the same way or are there any exception

Don't resign but wiat for your labour contract to compltes its 5 year period then you can approach MoL to get NOC.
You can join new company on new visa through NOC which will be issued by Ministry of Labour after completion of your labour contract time period but if you want to transfer your existing visa to new company then you still require نقل کفالا (transfer letter) from your existing company.

So if i resign on 15th dec 2016 i will complete only 4yrs 4 months only ,then do i need to complete 5 yrs in order to get NOC from MOL as per the new rule?

Mine is an open contract my friend still i will get NOC from MOL after Oct 27 /14 Dec 2016.
Dear Sir,
If you resign or terminate then company has to give NOC. Ministry of Labour will give you NOC on completion of labour contact after 27 Oct / 14 Dec 2016.

I joined my company in 2012 so it means that if I resign on 15th dec 2016 after the new law comes out I can come back to Qatar without NOC from my employer............

Law Number 21 of 2015, which abolishes the stipulations of Law Number 4 of 2009 regarding Regulation of the Expatriates Entry, Departure, Residence and Sponsorship, was issued on October 27 last year.
"Since the new law abolishes kafala (sponsorship system), a person who had previously worked in Qatar would not have to seek the approval of his former sponsor if he is recruited by a new employer," Brigadier Mohamed Ahmed Al-Atiq, assistant-director general of the Department of Border, Passport and Expatriates Affairs.
Few newspaper states that this rule will be implemented on 27 Oct, 2016 others media states 14 Dec, 2016
Many interpret this as, only those who have completed their contract after 27 Oct, 2016 or 14 Dec, 2016 will be eligible to come back.
