Job Transfer from old to new

hello all

i am working in Qatar from 2008 it's almost 10 years under the same company. I am getting new job offers. is it required NOC from the old company to change my visa to the new company? I have heard as per new rule there is no need of NOC if you have worked more then 5 years in the same company. can you guide me in that. if it is not required then what is the process
