family Visit Visa

I want to share my experience with you.We have applied for my sister visit visa who is born in 1973 in Doha Qatar.She doesnot have birth certificate but due to this missing document Passport office is not accepting the documents to process for visa.They are insisting to have birth certicate along with documents.After marriage we both sisters have different surname in Passports but we have showed them our old passports with same surname(our father name) which they are not accepting.Have anybody experience such situation?How to deal?I have RP in Qatar and my husband is applying for my sister on his behalf.Please help.

@MM: if you ever applied you should know that for her husband there is no blood relation between her sister and his husband...

that's why i said that i have experienced it personally...
