Change sponsorship without a valid Residency Permit

Its my 8th month it Qatar, but I've got no Residency Permit, my Mandoop is very bad guy he says your employer is blocked,
how can I now apply for Residency Permit or change my sponsorship, I've got a new employ which is ready to take me in his sponshorship, but the problem is that I've no  Residency Permit.
What should I do ?

Your fear is justified. You are stuck up between the fire and the frying pan. Frankly, it would be difficult for anyone to advise on your next step unless the person is an expert on government dealings. With no RP or a QID, there is a possibility you may get caught and then deported. I do not know if the rule still exists but previously is such cases of the employer being blocked, one could get the system could unblock him on the payment of QR 200 and this would allow for the carrying out of all governmental work for just 8 hours. Check with your mandoob if this is still possible, pay him QR 200, and get your job done.

Just one more thing I want be sure about.

Till yet, I didn't approached the relevant authorities just because of the fear that I myself would get into the trouble anywhere.

Anyway, now coming to your query which is a very valid one. Suggest, you first make an attempt by paying a visit to NHRC. If they are unable to help out, go over to any passport & immigration office and meet the captain, He will be the right person to advise you if you need to pay any penalty and what the amount would be like. It would be good if you could clear this matter beforehand rather than be caught off-guard at the airport.

yes I've observed this thing myself that RP is a essential for even taking a breath.

can I exit the country without paying any penalty or fine ?

Without RP, I don't think you can move an inch ahead. The RP is a basic requirement. If your Mandoob is a bad guy, it's simply your bad luck. You may not be able to seek help even from the National Human Rights Committee as they will ask you for your QID before they allow you to file a petition. However, just give it a try by going to NHRC and may be they have a way out. They may call your Mandoob.
