Dependent mothers visa -iqama

Dear all is any one have any idea how to get dependent mothers ( widow) visa or Iqama Rp ( incase she is here on family visit)..age 69.i heared in almost all countries there is better long term visa options for parents of family expats working in gulf.But it seems here in qatar MOI yet to come up with some kind of open and easy process in this regard.avoiding high salary or extreme requirements ,fullfilling more sort of needs and dependency factors rather than age or salaries

if any one has any suggestions or advise pls share
