A truck hit my vehicle and escaped in a blink..

A truck driver hit my vehicle in the rear bumper and escaped near a round about, now i have already lodged a complaint in traffic dept but i cant see any positive signs yet! after giving the vehicle number to the police and its been a week now, they are calling him to visit the station but he is not coming, because of him i am tired and waiting for my car to get repaired... i cant understand whats happening!!!! any similar cases who can guide me... can i report to the chief of police about this incident?
