I am waiting for an offer from a software company for the post of Project Manager in Qatar. Before that I need to negotiate the salary with them. Please give me some idea on the standard salary range for similar position.

best to think about what you want to earn, and ask them for that.

Depends on the company and the benefits package.

The range for Telecom Project Manager could be 14,000 to 50,000.

It's impossible to be more specific without knowing anything about the company or the role.

3 bed apartment can be found for 7,000 upwards.

Salary ranges only exist within companies, not within industries.

As bleu says - there is no standard.

Most likely the company will negotiate with you a salary that is slightly more than your current salary.
