Al-Khor is located halfway between Doha and Ras Lafan.

Al Khor is 40 kms away from Doha. And there is at least one Indian School in Al-Khor. There is no public transport from Doha to Ras Lafan. But school buses are plying from Al-Khor to Doha. So you can stay at Al-Khor and commute to Ras Lafan every day. However many people stay in Doha and go to RL everyday driving their own car or sharing a car with colleagues. Some companies do provide buses for their employees. However you please enquire with QP whether they will provide bus to you. One of my friends working there is getting a bus facility, however it depends on your Grade etc.

Regarding the time to complete the visa formalities, QP may take 1 to 3 months. This is normal for QP So, just don't get panic and just wait wait and wait. You are surely going to get a visa.

11,500/- QR HRA is quite ok for getting a 2 BHK flat, even you can share an independent part of villa with someone. I am an Indian too, so you can take my word.

Daily commuting from Doha to Ras Lafan is not at all fun. Distance is 100kms approximately one way and the traffic is horrible. Living at AL-Khour can be a way to reduce time spent on traveling. But I don't know if any good Indian School is there.

It is possible to stay in doha and travel to Ras Laffan but it would not be fun to do that... QP will probably take a month to issue ur visa provided all ur documents are in order...

I am not sure of the distance, but it takes 30-40min to get there if you live near dafna area.

btw, there is an excellent school in the al-khor community...
