I am an engineer; The only thing I can comment is that no engineer can ever do this mistake. The problem we face here is that some owners prefer to go for cheap contractors to save money compromising the qulity. They award the job to some idiots who are beginner contractors so you may expect something like that and even more.

Civil from the word it self means civil infrastructure like, drainage, roads, bridges etc etc.

The design of building is done by Architects, complimented by Civil Structural Engineers...

they have a balcony, but there's no doors to go there, only windows. and that balcony is laid with tiles, if it'f cements i can understand, but tiles... indoor tiles.
