lower salary on labour contract to get PR

Firstly , apologies if this may already be covered.
I am in country working and the company wants me to go permanent.
Now they are doing a work contract so as they can apply for a work permit and are putting a much lower figure for my salary than we agree.
They have said already they only need to put the minimum so as my family can join me.
Has anyone got any theories as to why they would not put the previously agreed figure there , given that they have still told me in emails that the original agreement will stand , just not reflected as such in the labour contract that will be used so as I can get my PR.
If it smells dodgy , it probably is I think ,, but why ?
Any theories ?
I have read a few comments that mention "end of service gratuity" , this appears to be taken from base salary figures. Could this be the reasoning behind them wanting to put a lower figure ?
I shall do some googling and see what i can find on this gratuity.
With little knowledge about subject, I can advise from my part not to go with their option. It was heard that you need more salary QAR 10,000+ Company Accommodation... to get permanent visa for a family but your company logic to show lower salary in a labor contract to get family visa is NOT UNDERSTANDABLE. Seems fishy.
