Housing Allowance for married couple

Hi I would really appreciate if anyone can advise me with this situation I am having now with my current company. As I am newly married and requested for a housing allowance and doesn't need the company accommodation anymore. And as per the HR they denies giving me a housing allowance even though it’s mentioned in the E Contract which submitted to the government web. Its specifically says housing should be provided by the company or else they should provide me housing allowance. In my case obviously I cannot stay separately as I am married and my wife also here in QATAR. Please advise urgently anyone?
